Those are two different procedures. The first one is the university application procedure (since you're applying to institutions and are not yet accepted by any of them) and the second one is the pre-consular procedure, in order to get a visa (since you can only apply for a visa if you've been "accepted" by your host university, whether for an exchange or a degree course).
